ELECTRICITY SUBSCRIPTION PROCESS AND REQUIRED DOCUMENTS

1- All subscription procedures and monitoring are carried out within the scope of the ELECTRICITY MARKET CONSUMER SERVICES REGULATION.

2- It is mandatory to conclude an electric energy supply contract and connection agreement with each subscriber. 

3- For the energy supply contract, the provisions of the standard retail sales contract approved by the Board to be signed between the authorized supply companies and consumers in accordance with the provisions of the Electricity Market Consumer Services Regulation shall be taken into account. This contract is regulated in accordance with the provisions of the Electricity Market Consumer Services Regulation. The connection agreement is required by the Regulation on Electricity Market Activities of Organized Industrial Zones (OIZs) / Private Industrial Zones (PIZs).

4- POWER CANNOT BE SUPPLIED TO ANY FACILITY WITHOUT A PROJECT AND WITHOUT PROVISIONAL ACCEPTANCE. 

5- Provisional acceptance procedures are carried out in accordance with the provisional acceptance regulations. Acceptance authority is the Ministry of Energy and Natural Resources (MENR). MENR distributes this authority. PIZs and IZs have been authorized by MENR as of 29.04.2025 for project approval, provisional and final acceptance and minutes procedures.

6- THE ORDER OF THE SUBSCRIPTION PROCESSES

  • Creation of power demand on the participant side.
  • Issuance of the energy permit certificate (EPC) to the participant.
  • Having the Participant’s Project prepared in accordance with the EPC.
  • Approval of the project by the approving authority.
  • Provisional acceptance of the facility.
  • Signing of the connection agreement.
  • Signing of the retail sales contract.

7- DOCUMENTS REQUESTED FOR SUBSCRIPTION PROCESSES

  • Approved project.
  • Provisional acceptance minutes.
  • Letter of application.
  • In case of a legal entity, signature circular of authorized signatures.
  • Tax ID number, trade registration document information, tax certificate.
  • Industrial registration certificate, (will be issued for the address where the business is located)
  • Current, voltage transformer test reports.
  • Meter test report.
  • Meter image.
  • Label images of current transformers and voltage transformers.
  • Operational grounding test report.
  • Protective grounding test report.
  • Electrical facilities operation and maintenance contract.
  • Document showing that the current security deposit determined by the Energy Market Regulatory Authority (EMRA) has been deposited into the account of ASKOOP Private Industrial Zone Management Inc.
  • Contract stamp fee.
  • Building Use Permit (Occupancy Permit)
